Personal protective equipment

The term personal protective equipment (PPE) refers to all products intended to safeguard the individuals who wear them or carry them with them, preventing risks to health and safety in the domestic, sports, recreational, and work environment (Italian Legislative Decree 475/92). Italian Legislative Decree no. 81/08, the Labour Safety Act, establishes that the PPE used in the workplace must submit to the provisions set forth in Italian Legislative Decree 475/92 and establishes it as any equipment intended to be worn or held by the worker for protection against one or more risks that can threaten their health and safety while working, as well as any additional item or accessory intended for that purposes (Art. 74, paragraph 1 of Italian Legislative Decree no. 81 dated 9 April 2008). Italian Legislative Decree 81/08 calls for the use of PPE only when the adoption of preventive technical and/or organizational measures for collective protection is not sufficient to eliminate all risk factors. In other words, PPE is only used when it is impossible to eliminate the risk.

PPE must:

be suited to the conditions present in the workplace;
be suited to the risks to be prevented, without causing other risks for the worker;
take into account the worker’s health and ergonomic needs.

PPE is divided into three categories, based on the type of risk:

Category I: Easily designed PPE, intended to safeguard users from slight injuries - self-certified by the manufacturer;
Category II: all those items not part of the other two categories, significant risk to eyes, hands, arms, face, for example. Certified prototype, authorized and notified by a controlling body;
Category III: device of complex design, intended to protect users from risk of death or serious injury. This includes all PPE for the respiratory tract and protection from harsh chemical agents. Certified prototype, authorized and notified by a controlling body, and subsequent production control.

By law, PPE must have a CE mark indicating its conformity with the fundamental health and safety requirements. Plus, the safety device must contain an instruction manual for the use, conservation, cleaning, maintenance, expiration date, category, and use limits, possibly written in the official languages.

Equipment for protection of the respiratory tract

PPE for protection of the respiratory tract is for protection against potentially harmful airborne substances (gases, dust, vapours) and to allow normal respiration when the oxygen level is above the limit value of 17%. These items are classified as follows: entire mask (UNI EN 136), half-mask (UNI EN 140), antigas and combined filters (UNI EN 141), dust filters (UNI EN 143), dust facial filters (UNI EN 149), antigas facial filters (UNI EN 405).

Protection of upper limbs

PPE for the upper limbs is particularly for the hands, which have greater exposure to risks of various natures. The primary items are: gloves, safety grips, protective sleeves, and oversleeves.

Eye protection

Eyes are subject to various risks: splinters, hot materials, caustic or corrosive materials, and radiation, which could lead to three types of injuries: mechanical, optical, and thermal. To protect these delicate organs, the following types of PPE are used: safety glasses (EN 166), goggles (EN 166), visors (EN 166), and screens (EN 166), possibly combined with: filters for welding (EN 169), ultraviolet rays (EN 170), infrared rays (EN 171), and solar protection (EN 172).

Hearing protection

Hearing damage (professional hearing loss) is serious because it cannot be healed. In fact, if auditory cells are damaged, they cannot regenerate. PPE for protecting hearing is mandatory when noise cannot be reduced with technical measures and when it exceeds 90 DB instantaneously or 85 dB on a daily average. The primary PPE for hearing protection is: ear muffs (EN 352-1), earplugs (EN 352-2), inserts (filters), and plugs with a string or headband (EN 352-2). PPE for hearing protection carries a code based on the frequency that it muffles: L from 65 Hz to 250 Hz - M from 250 Hz to 2,000 Hz - H from 2,000 Hz to 8,000 Hz

Head protection

PPE for head protection is: hard hats (EN 397) and industrial bump caps (UNI EN 812).

Protection of lower limbs

Foot protection is important for both their safety and to ensure good stability while working. In general, the following PPE is required for the lower limbs: safety shoes (EN 345), knee pads, gaiters, removable soles, and removable protective devices for the instep.

Protection against fall from heights

Fall-prevention PPE falls under category III given the high risks resulting from a fall and it is subject to special CE certification procedures. These PPE types include: slings (EN 361), belts with harnesses (EN 358), and hooking cords (EN 355). These devices, as set forth in Italian Presidential Decree 547/55, Art. 386, are mandatory not only for workers at heights or with a danger of falling from heights, but also for work inside wells, cisterns, and the like.

Protection of the body and skin

These are various types of PPE belonging to categories I, II, and III: protective clothing against mechanical, chemical, and heat aggressions, radiation to the trunk, abdomen, skin, etc.
